The starting salary for this position will be based on the candidate’s qualifications at time of appointment.
Future Salary Increases

** June 2026 – 4.49% increase to base pay (3.0% Across-the-Board + 1.49% Market Adjustment)

** June 2027 – 4.49% increase to base pay (3.0% Across-the- Board + 1.49% Market Adjustment)

The following are additional pay incentives and premiums that are available for those who are eligible: 5% Engineer Premium (applied to time worked). Employees in this classification shall receive additional compensation of approximately five percent (5%) above the employee’s base pay for those who are registered with the state of California as a Professional Engineer.

The Department

Through operational excellence and attention to customer service, Planning & Development Services (PDS) strives to balance community, economic, and environmental interests to ensure the highest quality of life for the public of San Diego County.

PDS is responsible for supporting the ongoing efforts of the community in developing new properties into housing, farms, commercial opportunities, and other needed community support. These efforts stem from the Building Division and the review of the permit applications and construction drawings for new projects. Once plans are approved those projects are allowed to start construction and the County provides inspections and approval of the construction in accordance with the plans that were issued for construction.

The Position

The Project Manager, Public Works will be responsible for working with our applicants on challenging projects to help ensure that our customers are provided with a clear and achievable path in both the plan review and inspection processes. This position will supervise other managers as they support those roles. The Project Manager will provide leadership, management, coordination, and help to guide projects through the County building process. The role will work closely with the Chief of the Building Division and the Building Official in making challenging but fair decisions on projects.

The ideal candidate will have project management experience related to the construction and the building industry that will help to support the applicant’s process. Having experience working on private sector design projects will provide an added understanding of the needs of the applicant and what challenges they are facing as the County works with our customers to find solutions to challenging projects and short time allowances. Construction management experience also provides insight into the timing concerns and effects of working towards a solution and how to avoid paper solutions, that may not work once they are implemented in the field during construction. Knowledge of the County Zoning Ordinance is helpful when supporting our staff in making challenging decisions when working towards closing out a project.

Hiring Process and Timeline:
The timeline for this recruitment is outlined below.

i. Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening.
ii. Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
iii. Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Qualification/Candidate Requirements: Minimum Qualifications

A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in engineering, land surveying, business administration, public administration, environmental science, urban planning, or closely related field, AND, five (5) years of project management experience in public administration, business administration, engineering, or related experience in a public works, planning, or land development setting; OR;
Any combination of education and experience described above which equals nine (9) years.

NOTE: Possession of a master's or doctoral degree from an accredited U. S. college or university, or a certified foreign studies equivalency in the majors listed under #1 above, may substitute for up to one (1) year of the required experience.

Salary Range: $105,560.00 - $156,873.60 Annually
