About the Project: The NTC Promenade project consists of 27 historic buildings which previously housed the Naval Training Center, San Diego. The vision is to transform the campus of buildings that were once used for education and housing for the Navy into a new Arts and Culture District with heavy influence on education and instruction. The project includes complete infrastructure upgrades, shell building improvements, and resident group tenant improvements. The resident mix is varied and vibrant, including such uses as dance instruction, painting instruction, galleries, oral histories and meeting spaces. The project also includes transforming military barracks to artist studios and instructional spaces, event centers, arts and culture related retail spaces, administrative spaces and dining facilities. The Arts District makes up the North half of Liberty Station. Christopher Bittner, AIA has been the Project Architect since this project’s inception in 1996, working on all phases of the project from master planning to construction and has experience with all levels of historic review. This includes the Secretary of the Interior’s Standards, California State Historic Preservation Office and the National Parks Service. In 2020, the project won the distinguished Merit Award at AIA San Diego’s Design Awards for its innovative and sustainable design.
